can you use the parish cared for quest?

I don't think so because you have to attack other parish to ge the raiding ques done.

i very much doubt you can use the flag card,
you can also do the flag raid quests within your own parish. if you are steward, vote someone else in temporarily and get your flags that way. obviously you want to open a path before hand. if you are not steward write the current one explain you want to do the quest and ask him if he helps you out.

the flags that you took from your own parish stay. if you have say 4 or 5 flags sitting and you use a x4 card you can pretty much do all the flag raid quests in no time

of course its more fun if you take them from other parishes
