I would like to know why my scouts remain slow even after completing my Riding research at maximum level????

You are probably comparing your scouts to pretty fast ones that you see on the map?
Those players are probably using a card to boost the speed of scouts for a couple hours.

Example given; for 20 cardpoints you can buy the "Horse breeding" card that doubles the speed for 3 hours.
