What is with World 3?

What happened to me in World 3? The research bar hangs and research is overdue and I can't recruit troops or scouts. If I click on Recruit Scout it says 8 and then the number jumps back to 0, what is that? Have you ever had that before? Even in the community I manage, the number jumps to 0 again and again when I want to recruit troops.

Thanks for reporting it and the issue has now been dealt with and the world should be working normally.
