Capture another player's village

Good morning. Msm question why I can not go from the village. I have a positive honor, I have a free place after research for a new village. The cost of honor for taking over the village is minus 280,000 honor. Why can't I send an attack to take over the village? The village of the attacked player has no protection, neither initial nor interdict.
