What i thought this was PvE not PVP.....

If he was able to raze you with one attack he may have thought you were inactive and just doing a quest.

true, 1 attack is bad, if he was able to raze you with 1 attack the ai would have a field day during invasion,

it is PvPvE

nothing stopping player vs player combat, just there is a significantly more powerful AI presense
