Christmas box wheel spins

This Christmas event sucks.

If you look on the information page about the World map then the icon for the Christmas parcels states "A stash which holds a varying range of wheel spins and resources as a reward. If the stash is not cleared completely, the resource in the report will take its place on the world map". So the way I read that is that if you do not have enough scouts or they are not at their maximum foraging level then the chances of clearing the stash to get a spin are very very limited.

I had 2 spins yesterday and none today.

Just to avoid any confusion. The first scout to uncover/open a present 'wins' and there is a chance that player may win a wheel spin.
Players do not have to clear the stash or get very many resources from that stash. The only requirement is to uncover/open the present stash.
Uncovered stashes do not give wheel spins.
