stolen flags for free

Can someone explain this gameplay to me?
District of Reggio Calabria managed by a member of the "The UnBreakables" faction. The district manager doesn't build anything, and lets another member of the same faction steal his flags.
In my opinion, it is not correct.
I spent some money!
