Era V neutrals are candidates for County elections

I thought neutrals could not hold county, gov and king seats in Era V . . . on GC7 there are and have been multiple instances of neutral trolls that hold each of those seats. Is that an error or am I misunderstanding the Era V rules?

7. Only members of a House can be candidates for County elections.
8. To be eligible for the office of sheriff, a candidate must belong to a House which controls at least 30% of the parishes in the county.
