i've seen players that send multiple individual scouts to stashes within a second of each other. why are they doing this?

There are quests early on that require X amount of successful scouting missions. If it's not this it's their scout bot setting.

they're dukes and they only do it when going after certain goods so it must be the latter

If you watch long enough you can usually figure out who's running bots. They try to be sneaky about it and some players are pretty good at manipulating the settings so that it's more difficult to detect. I suspect some players may have a "wink, wink, nudge, nudge" arrangement with people at FF so they appear to look the other way.
