I cant Create Faction

Hey!
I m rank 14 and i have tried to create a faction. When I tried to create it it keep sending me "Please use a valid faction name" and it doesnt matter what was the name.
Why is it?
How can I create a faction!

Might be faction short name or motto that does not meet requirements.

If you are trying to use one of those characters in the fields it will not work.
