You need to construct 'Labourer's Billets'. They can be found in the 'Castle Buildings' tab. You can't upgrade them - the more you have, the less time it takes to construct your capital's castle.

The first 2 don't require any flags - just gold. Having those 2 will reduce the time to build a great tower to 22h:04m
