I think its more the broader aspect of the Patriots themselves. Bill Belichick has never held the rules or traditions of the game in much regard. Brady in the end maybe the fall guy for that.

If you remember the week before against the Raven's Belichick thumb his nose at the league and the rules by using what is now an illegal formation. After the game when Harbaugh complained Belichick told him to go read the rules. This particular infraction was not there, but it is now because of the actions of Belichick and the Patriots......and they need to cheat to win that game!
