Yes its right. There is a limit on the occupancy bonus based on the actual population you have. Since you only have a population of 4 the maximum bonus is 4, if your population was 10 your maximum bonus would be 10.

What is the formulae for optimal output from this?
If you have 25 peasents with 25 bed space - do you get a full 25 bonus?
