Can a parish army have a captain?

Can a parish army have a captain?

Can a parish army have a captain? If not, can the swordsman effectively dig up a moat without captain tactic battlecry?

No Captains in a parish or capitol army.

Swordsmen dig better than pikes, but are not as durable and will die much more quickly. They are however, the best at digging moats with a parish army.
