Using parish capital to farm flags

The steward of the parish I'm in also has a couple of other parishes. Since this person took over, they have been building up the parish flags, then deleting a couple of defensive buildings, removing all troops, & attacking the parish to capture all the flags.

I don't understand why, if it's not allowed to attack a member of your faction, you can attack the parish capital controlled by a member of a faction you belong to. This guy is using the parish capital to farm flags & If he does it again (which I've no doubt he will) I'm out. This is the first game I ever considered spending money on too.

It's not the first time I saw it happen. I already abandoned one parish due to this, but I guess it's a widespread problem.
