Buying a village

Hallo. Can anyone maybe give some advise. I have the relevant technology research to own 10 villages. I have 8 at the moment and am trying to buy the 9th. It keeps on telling me that I need a captain to buy the village. I have allready bought a lot of captains and still no option of buying a village. I tried to disband the captains that I have bought and even that I am not allowed. Any advise would be appreciated. Thank you.
