Can’t use monks to cure disease

In the first world I played (before it ended), I could sent monks out as part of a quest to remove disease. This week I tried to send out monks for quest to remove disease and the game would not let me. I had the monks available but the GO buttons was unavailable and grayed/lighter green. I tried this from all my different villiages. I have logged out, rebooted, switche devices, and yet I could not send out my monks. The same think happened to me with increase popularity quest. I once the popularity wore off, i tried to send monks out again, but the GO button would not work.
