Android tutorial stucked on tax rate

Hello, I have experience of playing SHK and because of that, I put the Taxes rate as low as possible. Now the tutorial wants me to LOW it to Medium Bribe (I already set it to Large Bribe) and the only button I can click is LOW but actually I have to Raise (from Large to Medium). So I am stucked. Closing the game does not help, because as soon as I log in the adviser wants me to do exactly this step.

So please help.
