Capital Forums?

I played SHK last time in 2014 at World 4, I clearly remembered they had forums in each capitals. I found the forum for factions, but I couldn't find one for the capitals. Are they removed from the game? If so, when?

Nope.
You click on the capital then click on the speech bubble on the right hand side. though no-one ever uses them?

Never tried Illyriad so can'c comment.
Though I do play SHK and - although it has it's flaws - it doesn't suck.
Can't be too bad if you're still on the forums surely? lol

I went and try to find it again in EU4 but I still couldn't find it, I tried to double check it in World 1 and found out that World 1 still has capital forums. So I think Firefly removed it for newer worlds for some reason.

I believe that the Town Hall gives access to parish forums
