Unable to use Quest shield charges

I am having an issue where some of the Quest shield charges will not unlock for use. When i click on the specific charges it says complete more quest to unlock but I have completed all 202 quests and there are no more quests to complete. Any Ideas???

Some specific charges, are unlocked from other means. Maybe specific events, or winning certain ages from the game. congrats on beating all the quests, btw!
