H10 is not allocating any power to east of the map as they are busy in France. If you are h10, you will be covered by enemy for sure
Otherwise farming awaits you.

H7 has swords on H17 and H2 after they started flag raiding and attack H7, thats all I know.

oh ok, i stand corrected. i saw a few H11 VLGs in that area under ID & saw incoming Caps from H6/H19.

so is it just H6 or no war @ all then?

Looks like just H6vsH11 so far, so you know it was a H11 faction that switched house to H6. Maybe this created the conflict
