According to Firefly's official Wiki.

"Raze allows you to eliminate the village you are attacking. To succeed, you must reach the centre of the keep and have a captain which survives the battle, and be of Rank 16 (Knight) or higher. After a successful raze, the razed village will appear on the map as a buyable charter. "
I did a successful raze on a player, with the captain alive and no new charter has appeared for a long time now.
Please correct the incorrect information on Wiki that made me lose 420 000 honor, or fix the issue in-game.

Forget how it was explained but here is how it actually works. If you raze someone starter village or a captured started village you won't get a charter.
You get a charter back only if you raze a village that was originally on a charter.
