salt flats

I have 2 new villages. I have 3 merchants. I can not build food on salt flats new village. Do I need to research to 4 merchants before I can send food there?
You can build Apple, Cheese and Meat buildings on a Salt Flat village layout.
You should be able to send food from any village to any other village with merchants regardless of level.
You will need to research "Commerce" to buy and sell food at a different parish.
What is the village ID and location in question?
