New Villages

Contact members of your house/faction ask them to purchase a charter there. Tell new / low members you will help them with supplies if they move in .

You can't force new villages to pop up.

There are two kinds of "village spots" in a parish. One is a charter, which everyone can purchase. The other type is reserved for "new players" or just players that have lost/deleted all their villages and is relocating to another region of the map. When they click on the county they want to land in, a spot is randomly chosen from any "new player" spot in any parish that has such a spot available. So unless someone relocates to your parish like that, you can't force new villages to appear unless you buy a charter. And if there are none available, you're stuck with whoever is in the parish now.

Indeed as David said there could be a surge at somepoint but a lot of times the parishes switch as old people are wiped out.
