Wow....the AI's show up based on Average Rank of players in the Counties and Countries...the newer the Country being open to move in, the longer it takes for AIs to show up, since it's under the assumption that most there are new players and need more time to gain Honor, goods, popularity, etc...if you want AI's come to England, they show up all the time here, just no Wolfs yet...but I'm sure they will soon...
