Ok here's the maths to help people understand the relative cost of justice buildings.

We all know that:
Total Honour = Popularity x Honour Multiplier

Scenario 1A - High Popularity, No Justice Buildings
300 Popularity x 300 Honour Multiplier = 90,000

Scenario 1B - High Popularity, Optimal Justice Buildings
(300-20) Popularity x (300+88) Honour Multiplier = 108,640

Scenario 2A - Low Popularity, No Justice Buildings
50 Popularity x 300 Honour Multiplier = 15,000

Scenario 2B - Low Popularity, Optimal Justice Buildings
(50-20) Popularity x (300+88) Honour Multiplier = 11,640

When you can keep your popularity high, justice buildings make sense.

If your playstyle involves toggling tax around from high to low and vice versa (between gold farming and army building), then justice buildings will hurt you when you are taxing for gold.

Negative.... I have max justice buildings, and typically can tax my people for anywhere from 11k-16k gold per day... as long as there isn't negative weather higher than say -18.

Its not wise to claim that you have the best village setup without posting proof.

You are simply encouraging the whole game world to keep capturing your villages until they find what they are looking for.
