Your parish does not produce wood and stone automatically. The wood and stone guilds you place in the capital only give a production boost to all villages within that parish.

In order to have wood and stone to build a castle in your parish, the parish needs to buy stone and wood from the market. If the market does not have any wood or stone in stock then the only other way is for members in the parish to "send" the wood and stone.

Be aware that selling does not "Send" the wood and stone to the parish stockpile for use in the castle, nor does using the donate to parish interaction.
