The person's in question are probably just playing cards. There is a 4x scout card, 4x merchant card, and a 3x army card.

if you notice the circle on the top right of the map. That refreshes the map. IF they recalled because that other guy beat them then they could feasibly make it back before the refresh.

This question seems to pop up often, but a 'Speed Hack' type of third party program would not in any way be able to influence the speed of scouts.
