is voting some one out of the parish an act of war because a player says that when they have a parish it belongs to them is this true

Players can be "irrational" about which parishes "rightfully belong to them."

My belief:
A) if you have faith points you can spend them however you like
B) you are accountable for your actions

with a corollary
C) players are stupid and emotional

Now, at which point this is a skirmish between two players and when it escalates to the faction/house level is how wars are started. The more likely you and the other guy feel "righteous" in your actions, the more likely it will blow up and involve more players.

Technically it could be called so "if" a House controls that parish in other words the player must be part of a faction that is part of a house. Houses earn glory points from controlling areas/parishes etc., To take a parish for yourself by votes or by monking yourself into it will reduce that Houses points so don't be surprised if they are a trifle annoyed by it.

Having said the above, there is no reason why you can't take a parish just be prepared for resistance. You could join the faction/house that controls the parish/area and try for a stewardship that way, you would then have the support of a faction/house to back you.
