Taxes

It's entirely possible that I am not seeing the tax deal with parishes and counties correctly, but they seem screwed up to me? Let's say a county has taxes set at 9% and a parish at 6%. If I what I am seeing is correct, the county taxes will keep a parish broke as it collects more taxes than the parish earns. Are the parishes and counties each taxing the villages directly? The system seems a bit odd and geared towards the tax collectors. Then again I may not see what is going on correctly.
