Just a random idea about ID

I don't know if this will get much attention, but do to the fact that I just made 2 guys ID up to avoid getting ransacked, I wished there was a penalty for going under ID. I thought, wouldn't it be wonderful if players that ID'd themselves lost all bonuses on honor buildings, no ability to banquet, scout or trade and generally enter a type of mild vacation mode.
